Bancroft Public Library

The first library was located at W.N. Simmons' Tailor Shop, later at Athens High School. In 1918, the Women's Institute made a library their first peacetime project. Beginning as a small travelling library, it later was established in the basement room of the Community Hall, built originally as a jail, until it moved in 1960 to 14 Flint Avenue. (Reynolds, Nila. Barlow (family)

Jesse Barlow married Rachel Parfoot in Brooke, Norfolk, England on 30 October 1792. They had at least eight children: John (born 1793), William, Elizabeth, Susannah, Robert, Hannah, Isaac and George (born 16 April 1814). George moved to Canada before 1839 and farmed 35 acres of land forming part of lot 7 in the first concession of Thurlow Township. He married a woman called Mary Ann and in the 1871 census they had nine children living with them. George died on 2 April 1894 and was buried in the Belleville cemetery. His wife died in 1920.

Mrs. Eva Barlow, wife of Clinton Barlow, arrived in Deloro, Hastings County, in 1922 and lived there until 1949 when she and her husband moved to Belleville. She went to school in Gananoque and studied at the Kingston Business College to be a secretary. Clinton Barlow was a chemist at the Deloro Smelting and Refining Company. Eva Barlow died on December 17, 2000.

Augustus Barrett was a photographer whose career lasted from 1865 to 1902. He was born in Poland and came to North America in 1853. He worked in Oshawa, Whitby, Cannington and finally in Toronto, at 324 Yonge Street. He married Sarah Edwards on 11 January 1866 and she became his successor in the business.

Born in Belleville, Ontario, Donald John Barrett was a former insurance agent and Harbour master. He was President of Belleville Sales and Ad Club and a member of St. Joseph's Church.

Bartley, Onesiphorus, P.L.S.

Onesiphorus Bartley was born on April 4, 1815, at Bristol, Gloucestershire, England, to parents Onesiphorus Windle Sr. and Mary Ann Collett. He was baptized July 3, 1822 at Wiltshire, England. At some point he immigrated to Ontario, Canada. He then married his wife, Sarah Carroll, on September 1, 1844 at St. Pauls, Woodstock, Oxford, Ontario. In the 1878 Belleville Directory, his professions were listed as Provincial Land Surveyor and civil engineer. He died on September 28, 1879. His estate was left to his only next of kin - his son.

Fannie Elizabeth 'Lizzie' Bateman was the daughter of Thomas M. Bateman and Minerva (Robinso) of Concession 3 Lot 23 in Madoc Township, Ontario. She married Nicholas Wood Blackburn on 25 March 1903.

Bateman, Harold Douglas

Harold Douglas Bateman was born in Belleville, Ontario on 26 March 1896, the child of Robert Bateman and Blanche (Fuller). He married Beryl Isabel Hendricks in November 1918 and the couple had one son. Harold worked for the Liquor Control Board of Ontario and as an insurance agent. He was elected as an alderman for the City of Belleville, but resigned after taking on the role of Assessor for the City in 1937. In 1940 he was appointed City Comptroller and in 1953 he became Clerk-Comptroller. He was one of the founders of the Association of Assessing Officers of Ontario in 1941 and became its president. He suffered a heart attack and died at his home, 246 George Street, on 9 June 1955.
